Crossing Sign

What makes the sign of relief near some railroad crossing signals mean? 422?
Sometimes you see a railroad crossing sign (the one with two R and X) with a sign underneath saying "exempt". What is this?
It simply means commercial vehicles that are required by law to stop at railroad crossings are not required to do there. It is used in the closed lines or little used.
